Just track them on their cell phones.Most have gps tracking built in, you just need your computer or other gps phone.

I have sprint and if you have a cell phone that has gps (I got an Lg Rumor2 for free with my plan) and you can add a service called "Family Tracker" for I think $4.99 a month and you can see in real time on your phone and/or computer where any of your other phones on your plan are at whenever you want.
